I worked in a Federal agency, and it was officially against policy to take anything, even empty boxes, from the building for personal use. Of course, zillions of empty computer paper boxes were taken home--they are great for storage. Would the offender be terminated for that? Doubtful. It would depend on the level of the person. Anyone from housekeeping up through secretaries and nurses would be subject to disciplinary action. Doctors might get a word from their attending not to do that again. Administrators, no. But that is an extreme example that they probably wouldn't bother with for such a violation of policy. They could if they wanted to, though.

Records, including computer records, again it depended. Certain levels of employees could receive permission and whatever it took to interface the hospital computer with their home computer, but not just anyone could get that.

There were occasions where employees (legally) had official business on their laptops that they were required to take outside the building to meetings, etc. I recall instances where (not necessarily at my institution) someone's laptop got 'stolen' that had 'sensitive' information on it. I doubt they were terminated but possibly disciplined. Some had laptops allegedly stolen from their car. Who wouldn't lock their car these days, especially if you left your laptop computer in it? But it did happen, allegedly.

Getting a blow job on duty, that definitely would depend on the hierarchy of the recipient.
