I doubt you can visit any major city in the country where rental car, hotel or food&bev tax wasn't used for a stadium, art museum or parks etc. This isn't a concept that's new.

The NFL does have Billions, yet that will never be where the cash will come from when others are offering more. Like it not, that's the truth and I don't blame them. Everyone, including fredorules sells to the highest bidder.

The NFL has a fund that helps teams with new stadiums. I don't know if that applies if a team is moving to a new city or not.
They vote on what to spend money on.

It's supply and demand, why do small market baseball teams get more money than the Yankees? Where are the Yankees going to move to and improve their financial position, regardless of the city's financial offer. I can't think of one.

You're right. The NFL has billions. They'll continue to make billions. That's why cities throw hundreds of millions of dollars at any team that says they're thinking of pulling us stakes. Just ask the fans of the Cleveland-Los Angeles-St. Louis-Los Angeles Rams.
