Resort Fees and Internet Charges

I was in Las Vegas on a comped stay. Since I didn't pay the resort fee, I assumed there would be no internet in the room. Surprisingly there was. My friend used it and we weren't charged at the end of our stay. I always thought that internet was never free at the Strip hotels.

As an aside, do you think the resorts use this "resort fee" as a way of not only increasing income by bilking guests who end up paying it, but also as a means of artificially increasing their operating expenses? For example, let's say a player with a comped room has his $25/night resort fee waived for 4 nights. Does the hotel then claim that as a $100 comp / expense they had to incur on behalf of that player?
I am curious, where did you stay?
I had rooms at the MGM Grand and the Tropicana.

I doubt anything like that would be disclosed to us.
I think CET is the only one that charges. I have stayed at Gold Coast, Mirage and Mandalay bay comped. I didn't pay the resort fee and got full use of amenities.

Such a tax avoidance scheme is certainly possible, but there are lots of "controls" that serve to prevent it. In addition, there are much more likely explanations for the specific way those specific transactions are processed and recorded.
Not a tax avoidance they would claim the $100 as revenue then subtract as an expense so it would net out.
