Roulette minimums Downtown

I know the El Cortez has quarter chips with a $1 table minimum.
But my idiot cousin is staying at the Plaza and for his (ahem) "system" he needs a place within short walking distance which has $1 chips with a $5 table minimum. He bets 5 numbers each spin.
Now I haven't played roulette much in years, other than match plays but I think that every place downtown, including the Plaza would have such wheels-other than the Nugget.
They will be going on a Sunday-Thursday trip so weekend table minimum increases won't affect them.
Anyone?
I was ambling at the Plaza last weekend, and while I did not specifically look at the roulette wheel, all the tables seemed to be a $5 minimum. Unless he is handicapped, he should be able to find a $5 minimum within pretty easy walking distance if the Plaza is $10 for some crazy reason

You should be able to play $1.00 chips on any $5.00 minimum bet table. Usually, the casino will "require" that outside bets be a $5.00 minimum per, but chips placed "inside" on the numbers or splits may be $1.00 in value, as long as the total of the inside bets is $5.00 or more.

Additionally, some may allow your chips value to be less than $1.00.
