That is harassment and threatening. You are singling out Snidely, stalking him and yelling at him (after he asked you to stop).

We're talking about public streets/sidewalks. Not anywhere. You want a nanny government. You're not a true conservative.
These street freaks are driving away business costing employees money and costing employees jobs. Those employees have the right to work, don't they? I'll bet the freaks drive 10% of the paying business away, and that's hundreds of lost jobs.
