Screen size??? HELP from laptop techies please

That may not be the correct term. Here is my problem.
I am using an HP mini laptop and I can not make my screen smaller, for example:
Lloyds new thread about scratch off wins ( BTW Lloyd, congrats) is cut off at the right and I can not see reply,quote, ect..
I have gone to my Control Panel to screen size and resolution, but no choices to make it smaller.

Hit control - to decrease screen size in your browser, control + to increase it.

Hit Control and 0 (that is the number 0) to have screen go back to 100% viewing size.

Or if you have a scroll mouse on your computer (probably not on yours) just hold down control and use the scroll wheel to make the page larger or smaller.
