Seinfeld's Kramer and Newman expanding to Downtown Las Vegas

There are lots of homeless Downtown.
My friend started driving one of these in NY about 15 years ago. I don't recall the exact figures but he quickly realized renting a $1000 vehicle for $60 a shift made no sense so he bought one and paid it off in two weeks or so. Within a few months, he had a fleet of ten and a full time manager running them, while he pocketed about $300 a day. Back then, there was no regulation. Today there is more, registration and insurance plus driver background checks but he still lives a pretty good lifestyle. They used to be a cheaper alternative to a yellow cab, now they are much more than a taxi.
I seem to remember pedaled bikes carrying two passengers (in addition to the driver) being on the strip. I wonder if they got outlawed?
I don't recall those, but my first trip here in 2001, they had souped up golf carts you could take on the strip and downtown. We rented one for a few hours and went from the Venetian to Fremont and back. It was fun.

Found an article. The taxi drivers were able to get them outlawed.

Actually it was the taxi drivers who complained.
