Strictly guessing, Ms. Bernstein is a person who needs this feature attached to her vehicle.

And I'd guess that she was under the influence, as persons who typically flee a situation in which they know they are at fault often do.

And I'd guess that she has warrants or is on probation, informing her decision to flee.

On an unrelated but similar note, it seems to us that the number of drivers willing to blatently run red lights is increasing. So now, we who obey traffic signals must wait a few seconds after our light turns green to avoid being T-boned by the inconsiderate SOBs who think the red light doesn't apply to them. Rant over.
