Actually the purpose of the Constitution is to establish the appropriate functions of the Government of the United States and to establish, especially within the Bill of Rights, safeguards to protect every citizen equally against the possible threat posed by the new Government by limiting the powers of the Government of the United States.
The Constitution recognizes that protections against Government misuse of power apply to all equally. This Equality under the Law recognizes this equality; it does not impose upon the Government any requirement or authorization to make citizens equal on any other basis.
