Bonus play has cash value as soon as you play it through once. What you do with it after that is up to you. I usually play it as soon as I sit down at a machine, and then use the result as starter money for an actual session.
Most of the prizes in promotions at my casinos are cash (or have a cash alternative), although last month I won a television...and didn't count that as drawing winnings, even though I probably will have to pay taxes on it.
My casinos used to issue cash coupons, which were directly converted into cash. Seems like now all the coupons I get are reminders of when bonus play has been added to my account, and can be redeemed without a visit to the player's club or cashier.
