If someone wants to gamble, a person out in front in a costume is not going to make a difference if that is their casino of choice. The costume ppl only scare the tourist who isn't gambling or spending big money.
Perhaps a theme park or Christian outing would be more suitable for those who's feathers get ruffled easily.
