I don’t think it was very well developed. If you watch the last couple of episodes, both Felix and Sylvester make the point that Maeve is coming back to the body shop too frequently. Implying, that we haven’t been shown all the details of how the relationship between the three developed over time. Nevertheless, the underlying story seems to be that Felix helps Maeve because he is intellectually curious. Sylvester helps Maeve because he is cowardly like his namesake. As to there being no electronic surveillance, I think that is because they are both low level grunts doing routine repair work. I also suspect that they might be beyond suspicion since they are both likely hosts. Unless, it is a mere coincidence that they are both named after cartoon cats.
Episode Eight:
Most importantly my favorite host is back in this episode.

We learn the fate of one character that had been unknown. We learn a lot about the MIB’s life outside the park. And we get some clarification on Dolores & William’s timeline. Oh, I almost forgot as to Sylvester, sufferin succotash.
