DonDiego took advantage of the "Free Vacation" offer at least twice. It was exactly as advertised as far as poor old DonDiego can remember.
He would collect his "free chips" and bet them on even money bets; it was a long time ago, but DonDiego "remembers" playing some on the blackjack tables. The casino had a space exploration theme, high black ceilings and "spacecraft" hung from the rafters. Anyway, he'd basically recoup the cost of the package and a tiny bit more, and then proceed with his Vegas Vacation up and down the Strip and downtown.
As a certain Mr. Anthony Curtis opined in 1992: "Curtis pegs the bankrolls value at about $400 - roughly the $398-per-couple cost of the VIP Vacation."

The real problems arose when Mr. Stupak lost control of the property and the Stratosphere Tower went bankrupt. [Again it was a long time ago, but DonDiego seems to remember a pre-construction offer to purchase shares in the Tower, . . . pr'bly because his name was on a list of those who'd bought the vacation packages; DonDiego did not buy any shares.}
