I'm afraid your conspiracy theory was debunked a very long time ago. And it turns out the people who were lying were Republicans who misquoted the communications you speak of. Probably did not make the headlines in "The Federalist" - but CNN was all over it.

Hillary is not currently accussed of anything. Issa just wants to see all her emails so he can see if he can accuse her of "something". He cant articulate what that "something" is because he doesn't know. He's currently spent 70 million dollars of taxpayer money trying to find out what that something is.
Just some quick math: 70 million dollars is 7000 times the amount of money referenced in the big Huma Weinder scandal Don Diego started this thread with.
