It's not about not being able to pay for things, but instead not buying things that the state can't afford.

From the link provided - funding goes down in 2015 and beyond so the states are left to pick up the remainer:

Obamacare provides additional federal funding to the states for this new expansion population. Starting in 2014, the federal government would pick up 100 percent of the benefit costs for the newly eligible population for three years. Thereafter, this enhanced federal funding would gradually decline to 90 percent in 2020.

Obamacare also directed states to expand eligibility or risk forgoing all of their federal Medicaid dollars. The Supreme Court, however, ruled on behalf of 26 state plaintiffs that this “all-or-nothing” proposition was coercive. To rectify this, the Court essentially made the expansion optional, meaning that a state could reject the expansion but not lose its existing Medicaid funding.

Whoops, I saw this last week and meant to post it. WOW, hard times for lottery players. I guess when you're outta dough, yer outta dough.
Really!? can't pay 600 bucks? A state can't pay a couple hundred dollars? Who the hell is in control there? Who is still buying tickets?

Unlucky winners: Illinois lottery halts payouts of over $600 over state budget deadlock



State officials announced Wednesday that winners who are due to receive more than $600 won't get their money until the state's ongoing budget impasse is resolved. Players who win up to $600 can still collect their winnings at local retailers.

In a statement, the Illinois Lottery said that its account for writing out checks to winners would be exhausted as of Thursday, and the agency does not have the legal authority to replenish its own funds. According to the Chicago Tribune, officials say the legislature must authorize the state comptroller to release the funds.

Despite the payment delay, lottery officials have continued selling tickets.
