Mexico doesn't want a wall to the north because a wall is a financial loser for them. HOWEVER, they do not want poor foreigners coming to Mexico. I've vacationed on the Mexican island Isla Mujeres numerous times. This island sits off the eastern coast of the Yucatan Peninsula, and is 200 miles west of Cuba. While I didn't see this event, it happened while I was on this 5 mile long sliver on an island. A boat of Cuban refugees hit shore in the middle of the night. Someone viewed these Cubans streaming off of the beach, and alerted authorities. Between the cops and the navy personnel on the Island, they round 'em all up. They gave each Cuban a physical, a meal, and a one way boat trip back to Cuba. They were out of Mexico inside 12 hours.
