Come on Rick. The RNG chooses the cards, the player doesnt even if the player "stops" the RNG.

The player doesn't decide the game. The player controls the RNG that selects 1 of 36 possible outcomes. The player in VP selects 5 out of 52 possible outcomes in the deal by when the button is pushed. Really, it's no different mathematically than if an electronic device selected the numbers but it's more fun.
Let's return to the basic question: "What casino game is decided only by the player?"

In VP the player has to stop an RNG. Where the VP player says "stop" the RNG has already chosen cards.

NO, snidely, we are not talking in circles. But you (loosely meaning others) are trying to revise the question to make your answer fit. Others understand that only in craps does the player (shooter) decides the game. there is no dealer participation in craps, no shuffler in craps, no spinning wheel in craps, NO RNG in craps, no player playing against another player who might bluff you (as in poker) in craps, just a shooter throwing two cubes to decide the game.
One could argue slots is controlled by the player. I know the outcome is decided from an RNG, but the player also has the option of stopping the reels before the RNG does. Could I argue that the player is deciding the outcome by stopping the reels on his/her own terms instead of waiting for the RNG to stop the reels?
