You're trying to put words into boilers mouth. I think Boiler probably just doesn't convey exactly what he means sometimes, although he did a decent enough job here.

If a there's been some petty larceny committed and there's two sets of guys walking down the street, the first ones to be questioned should definitely be the ones with their pants down around their ass and speak like they've never picked up an English grammer book. Color has nothing to do with it whatsoever, if the thugs are white and the guys in suits are black, the thugs should be the first suspected.
NOTE: "suspected" doesn't mean guilt either, nor does it infer guilt, it could just as easily be the well dressed guys, but I would say 9 times out of 10, it's the thug looking guys.
