First of all, LVA won't issue you a second coupon book for the same account (MAYBE, if you lose the first one). You can buy multiple books from ACG.
Don't count on being able to use a given coupon more than once in a calendar year. There is usually an explictly stated rule on the coupon prohibiting exactly that. This is the reason why you have to redeem a matchplay coupon at the players' club and exchange it for a coupon to be used in the pit--so they can keep track of whether you've already used it that year. And of course, you have to visit the players' club to get free play from a coupon loaded onto your card--and that's tracked, too. If you present a coupon you've already used that year, they'll almost certainly deny it.
Hotel room offer coupons are similarly tracked. However, meal coupons usually aren't. I've used ACG coupons multiple times at the same restaurant in the same year--mostly buffet twofers. I can't speak for trying to use multiple LVA coupons because I simply don't get more than one book per year.
If you're wondering why the casinos keep such close track of this, the short answer is, because of bottom-feeding scammers. They duplicated the books and then used the coupons over and over when they could get away with it. The value of, say, a $25 matchplay coupon is a bit more than $12, so you can see why this was worthwhile for them. For that reason, many casinos now say you have to physically present the LVA book and tear out the coupon in front of whomever is redeeming it, and for ACG, they say you have to present the membership card that comes with the book.
The best approach you can take this year is just get one LVA book, and see if you can still get a 2020 ACG. There are a few casinos--Ellis Island, for example--where there are worthwhile coupons in both books.
