Years ago I could find, mostly bartop, video blackjack where after the hand of blackjack it would let you bet on if the next card was higher low. Anyone know where these relics still exist?

I don't know specifically, but older casinos should have those machines--you just have to look around. Bartops probably would be the place to look. Try the downtown casinos that have been there awhile, like Fremont, Plaza, El Cortez, the D, Binions, or Four Queens.
I hasten to add that these machines are usually horrible for the player, as they pay even money on blackjacks (a 2% disadvantage) and the double-up feature that you mention often loses on ties (the next card out is the same rank), which is another 3% loss. It's as bad as a slot.
Those double up games used to be fun at low denominations, and I thought I read where they had a low house edge. I think the last one I played was at the Siverton.
