The tribal authority in charge of the Connecticut casino reported a staggering 51 percent decline in third-quarter profits this week, citing weak consumer spending on gambling, price pressure on non-gambling entertainment, and the good luck of its table-games players. Net income for the quarter ended June 30 fell to $11.6 million compared with $22.9 million a year earlier. Approximately 1,000 workers have been let go over the past year or so, leaving a workforce level of 7,700, down from a peak of 10,000 three years ago.

According to this afternoon's Las Vegas Review-Journal, Boyd Gaming Corp. said today that it's no longer interested in acquiring several resorts owned by Station Casinos and will not participate in next week's planned bankruptcy court auction of those properties. This comes one week after Penn National also announced that it was no longer interested in pursuing any Station properties.
Harrah's Entertainment is continuing to aggressively promote its "no resort fees" policy, first with the unveiling yesterday of $12 million by Holly Madison -- the amount spent by visitors to the Las Vegas Strip on resort fees last month -- to celebrate Planet Hollywood's official abandonment of its fees, now that it's been fully integrated into the Harrah's group. MGM Resorts International has sold the land it owns under the Borgata Hotel Casino & Spa to Vornado Realty Trust and Geyser Holdings for $73 million, as part of its forced exit from the New Jersey gaming market due to business ties in Macau with Pansy Ho, daughter alleged Chinese mob boss Stanley Ho.
This sale does not involve the company's 50 percent stake in the casino itself, which is being sold separately.

A man robbed the cage at Treasure Island at approximately 11:30 p.m. last night and then ran into the Mirage parking lot, where what was believed to be some of his clothing and a bag full of an undisclosed amount of cash was found. Metro spent the night searching the parking garage for the suspect, but he currently remains at large. It's the second (botched) casino-cage robbery in the past 10 days.
You can catch live coverage of former Gov. Kenny Guinn's funeral from 9:30 a.m. on Channel 8. More than 2,000 attendees are expected to be present for the public funeral services. The procession is starting now at Palm Mortuary (1600 S. Jones) and will end at St. Joseph-Husband of Mary Catholic Church at 7260 W. Sahara. Although the state has only nine casinos, in 2009 Pennsylvania collected more taxes from its casinos than Nevada for the first time ever. This was caused in part by the recession, which resulted in a drop in Nevada's tax revenues, while its east-coast rival increased revenues with new casino openings. More importantly, however, is the fact that Pennsylvania's casinos pay one of the highest tax rates in the nation: While gross casino revenues are taxed at approximately 8 per cent in Nevada and 9 percent in New Jersey, Pennsylvania's casinos give up 55 percent of their gaming revenues to the state.
As predicted, Las Vegas Mayor Oscar Goodman this weekend endorsed Sen. Harry Reid for re-election, saying: "He is the point man to get things done."

Reno's Siena Casino has filed for Chapter 11 bankruptcy protection, a move owner Barney Ng had fought to avoid, thinking that it would "sound the death knell" for the property. He finally conceded in order to avoid the possible suspension of the property's gambling license over delinquent casino taxes and fees by filing for bankruptcy protection. On July 1, gaming commissioners suspended the casino's gambling license for failing to maintain the required bankroll to pay potential winnings and for falling delinquent on $153,000 in taxes, but they immediately stayed the suspension so the casino could continue to operate under strictly regulated conditions.

In breaking news, it's just been announced that former Nevada Gov. Kenny Guinn has died. The popular Republican, who served from 1999-2007, apparently died after falling off his roof, the report says. Guinn was succeeded by Gov. Jim Gibbons, a candidate he declined to endorse during Gibbons' election campaign. Guinn is the subject of political commentator Jon Ralston's The Anointed One, which is not just the story of how an inexperienced and shaky candidate waltzed away with the highest office in the state, but also a biting commentary on the inner workings of the Nevada political machine.
Under its new membership, the Artisan Hotel continues to establish itself as a major new nightlife/daylife hotspot, with its after-hours events and pool parties. The remnants of the historic building that once briefly housed Las Vegas' first integrated casino back in 1955 are to be demolished, after the Las Vegas City Council voted unanimously yesterday to reject an appeal by friends of the property who'd wanted to see it restored. The dilapidated structure has twice been the victim of severe fires, the second of which last year resulted in the building being declared "a total loss."

As reported by the Las Vegas Review-JournalWynn Resorts this morning preannounced a portion of its financial results for the three-month period that ended June 30 and told investors that its two Strip resorts, Wynn and Encore, had an operating loss of $17.2 million in the second quarter, more than double the loss reported in the same quarter a year ago.
Wynn plans to release complete quarterly results on July 29.
The Detroit City Council has approved the purchase of the former MGM casino for $6.3 million to convert it into a new headquarters for the Detroit Police and Fire departments. The sale of $100 million in bonds was approved to fund the purchase and renovation of the building.
Springs Preserve is holding a Children's Summer Film Festival from July 22 to 25, with three Disney movies shown and show screenings at 11 a.m., 1 p.m., and 3 p.m. each day. Admission's free for members or included with general admission.
Golden Gaming Inc. is opening two new taverns in Las Vegas this August, creating 25-35 new jobs. In celebration of National Lollipop Day, Peepshow star Holly Madison will unveil Sugar Factory's three new signature "Vegas" edition Couture Pops at Paris at 11 a.m. today. The event's taking place beneath the Eiffel Tower at the site of the upcoming Sugar Factory location due to open later this year.
According to the MTV Movies blog, a new poker-themed movie starring Gary Oldman, Christian Slater, Dane Cook, and Sam Trammell is currently filming in Utah. Apparently, the plot of Guns, Girls & Gambling centers around an American Indian artifact that's stolen during a poker game.
Three southern Californian residents are suing Deutsche Bank and Nevada Property 1, owners of the soon-to-debut Cosmopolitan of Las Vegas, alleging they fraudulently kept escrow deposits paid in 2005 for condos that were to open in early 2008 but are now being turned into hotel rooms.
The fraud and conversion lawsuit comes after the three, plus more than 200 other people, sought an injunction in Nevada state court in Las Vegas last week. A spokeswoman for the
project developer and Deutsche Bank called the claims "entirely without merit."
More than 7,000 people have been arrested across Asia in a crackdown on illegal gambling on World Cup football matches and police have seized nearly $26 million in illicit funds, Interpol reports. Raids conducted between June 11 and July 11 targeted nearly 800 illegal gambling dens linked to organized crime syndicates in Malaysia, Singapore, Thailand, and China that handled more than $2bn-worth of bets.

The former St. Tropez Hotel, now transformed into The Siegel Group's latest "Boutique Chic Retreat," has opened opposite the Hard Rock. Rumor is a two-story 150-suite hotel that owner Stephen Siegel describes as, "Sexy yet unpretentious, glamorous and accessible, eclectic with a relaxing and inviting ambiance." The property features a restaurant called Addiction, which serves breakfast, lunch, and dinner, with indoor and outdoor dining, plus a pool and wet deck that features DJs and live music by night.

Channel 8 "Eyewitness News" reports that Metro police have arrested the suspect wanted in connection with two carjackings and an armed robbery at the main cage of the Orleans' this morning. The man was found in the Pleasant Valley mobile home park at Twain and Decatur at around 10:30 a.m. this morning having previously crashed a stolen red pickup in the casino's parking lot.
The Associated Press reports that Lake Las Vegas is already emerging from the bankruptcy protection it filed for in June. A U.S. Bankruptcy Court Judge approved the community's reorganization last month, after creditor Credit Suisse accepted equity in lieu of Lake Las Vegas' outstanding debt.
Although unemployment rates nationally are improving, Nevada's jobless statistics continued to run counter to the general trend and hit a new record high last month, at 14.2 percent statewide and 14.5 percent in Las Vegas.

A broken water main killed the air conditioning at four Atlantic City resort-casinos on Thursday, forcing the closure of casinos, shops, and restaurants for most of the weekend. Trump Plaza, Caesars Atlantic City, and The Pier at Caesars are now open once more, but the last we heard crews were still working to restore cooling at Boardwalk Hall, which remained closed.

Following a fact-finding trip to review Allegiant Airlines, LVA publisher Anthony Curtis reports that zombies are infiltrating Las Vegas by way of the budget carrier. After spending two nights in Monterey, California, A.C. has concluded that the central-coast hamlet has a "ridiculously high concentration" of zombies. "I can say with 92% certainty," said Curtis, "that Monterey has the highest zombie population of any city in California (except for, maybe, Carmel)."
On the return flight, Anthony observed "at least two or three" Monterey zombies onboard and ultimately deplaning at McCarran Airport.
"I can only conclude that Monterey zombies come to Las Vegas on a daily basis, Curtis said. "But it actually makes sense. If you can avoid the Allegiant upsells, it really is the cheapest way I've seen to fly to town. Naturally, this is attractive to zombies, who, due to their lack of hustle, short attention spans, and proclivity to try to eat customers, are rarely able to hold down full-time jobs."

Two-time WSOP champ Johnny Chan was eliminated from the 2010 Main Event Thursday after gambling strong pocket pairs twice against pocket aces. "One of those things came out of the freezer," said Chan, who has 10 gold bracelets at the series. Chan won $57,102 for 156th place in the tournament.
With temperatures expected to hit as high as 112 degrees through Sunday, July 18, additional cooling stations will be open to the public across the Las Vegas Valley in an effort to keep the homeless and other individuals out of the heat and hydrated.

CityCenter's Veer Towers condos open today. It's reported that so far sales have only closed on only about 12 percent of the 2,400 units. Several fully-decorated condo models will be open to the public today.
Bloomberg reports that Atlantic City's bankrupt Trump Entertainment Resorts Inc. is in talks to sell the Trump Marina Hotel Casino. The company has been under the control of billionaire Marc Lasry, plus other bondholders, and company founder Donald Trump, since April, when a bankruptcy judge ruled their bid was better for creditors than Carl Icahn's competing offer.
"The Marina needs, how do I say this nicely, it needs updating," Lasry said during the New Jersey Casino Control Commission licensing hearing Wednesday. "It's in a phenomenal location, but it's a bit old, and it's a bit dated." The panel granted interim licensing approval.

Forever 21 plans to hire 650 people for its newest and largest location, at 126,000 square feet, due to open later this month at the Fashion Show Mall. Channel 8 "Eyewitness News" is reporting that fire crews are on the scene of another big fire downtown, this time at the Furniture Outlet store at Main Street and California, where heavy smoke and flames can apparently be seen. This comes in the wake of Sunday's fire at Opportunity Village, which destroyed a third of Las Vegas' oldest thrift store, and an earlier explosion across the street when an NV Engergy transformer blew up, destroying windows in a three-block area.

Twelve resorts in the MGM Resorts International group have been awarded Green Keys by the Eco-Rating Program, the largest international program evaluating sustainable hotel operations. The resorts, including ARIA and Vdara at CityCenter (5 Keys), Bellagio, Excalibur, Luxor, Mandalay Bay, MGM Grand Las Vegas, The Mirage, Monte Carlo, New York-New York, and MGM Grand Detroit (4 Keys), and Circus Circus Las Vegas (3 Keys) are the first in Nevada and Michigan to receive Green Key ratings, an acknowledgement of the practical steps the company has taken towards realizing its "Conserve Today, Protect Tomorrow" philosophy. Efforts in 2009 included diverteing more than 20,000 tons of material from landfills, retrofitting lighting, landscaping with drought-tolerant plants, and recycling everything from wine corks and hydraulic oil to about 21 percent of the glass recycled in Clark County. Blue Man Group is hosting open auditions on Monday, July 19, inside its theater at the Venetian, from 10 a.m. to 4 p.m. It's part of a national search to find performers with skills including drumming and acting. The money bubble burst shortly after the dinner break last night, when the field was reduced down to 747 players from the original field of 7,319 entrants. All remaining players are now in the money and guaranteed at least $19,263, with a top prize of $8.94 million. The current chip leader is Tony Dunst from Las Vegas, with a stack of 1,546,000. After a four-year battle between dealers and the Wynn over the controversial policy that has table-game supervisors sharing in the dealers' tip pool, the State Labor Commissioner ruled Monday that the program is legal. An attorney for the dealers said they will appeal the decision to a Clark County court.

As reported in today's Las Vegas Review-Journal, The Riviera Holdings Corp., owner of the Strip casino in Las Vegas and Riviera Black Hawk and Riviera Black Hawk in Colorado, has filed for Chapter 11 bankruptcy protection.
Rosemary's restaurant (8125 W. Sahara), the subject of the Nov. 2008 LVA Local Corner, has just cut its hours and is no longer open for lunch, aside from on Fridays when a set-course lunch is served for $25. This does not impact the offer in the 2010 MRB, which applies only to dinner.
As reported in today's LV Sun, this week South Point is unveiling the first part of a 55,000-square-foot expansion, with the first phase including the addition of more slots, video poker, and keno machines, a newly designed race book, a new poker room with three daily tournaments, and a new lounge, all opening Friday.
Later additions will include new eateries, including a new sushi restaurant.

There's an unconfirmed rumor that Harrah's Entertainment may step in to help its struggling Pennsylvania neighbor and become a new partner in the Philadelphia project that Steve Wynn pulled out of unexpectedly. If so, Harrah's could only acquire a 33 percent stake in the venture under state law, since it already controls a casino in Pennsylvania. One incentive for the move would be the fact that Harrah's is owed almost $70 million by local investors for land used for the project, which it sold back in 2005 but was never paid for up-front, instead receiving a promissory note that's due in 2015.
Despite being referred to as a 2,995-room resort, a column in today's LV Review-Journal says that Cosmopolitan of Las Vegas will open with just 2,000 rooms. The remainder will presumably be delayed until some time in 2011.
Spain plays the Netherlands today for all the marbles in soccer's World Cup. Spain is a -180 favorite and the goals total is a paltry 2. A late addition to our list of viewing venues is Julian Serrano at Aria, where half-price pitchers of sangria will be served.
A temporary casino or "trailer station," as they've come to be known as colloquially after Station Casino's slot shack at the former Castaways (see LVA cover Feb. 2008), will be operational July 27 at the former site of the Queen of Hearts on Lewis Ave. downtown. If you're not familiar with the concept, these are 8-hour mini-casinos with a few slot machines, run to preserve a casino license at a property that's currently not in business. Although the Queen of Hearts site is slated to be turned into a new City Hall, the current owners are keeping their options open in case that project doesn't come to fruition; the land is much more valuable while it still retains its casino license. As an aside, there seems to be something of an obsession with trailer stations among our readers and they've been the subject of numerous QoDs (9/1/07, 9/18/07, 9/9/08, 10/4/08, 6/13/10, 6/14/10, and 7/6/10), all of which you can find in the archives.
The two concerts by blues legend B.B. King at his Blues Club at the Mirage have been moved from Aug. 5 and 6 to Aug. 16 and 17. No sooner did we write about European-style pools closing, than we got a Tweet from the Rio's VooDoo Beach happily informing us that the former Sapphire Pool is back to being topless again, after being shut down last season for drug and prostitution issues. Apparently, the soft opening was last weekend but they deliberately kept it on the down low to iron out any kinks; this weekend, however, they assured us that "this weekend is ON!" We'll definitely be checking it out for v.4.1 of Topless Vegas (coming very soon). Also look out for the upcoming handy Pocket Guide version, which is at the printer as we write.
Our guide to pool parties by day just went live and it's amazing how massive the pool scene is this summer -- there have to be two or three times as many events daily as there were last year. The newest HHAGG is set to open early this October at M Resort, where it will replace the Red Cup Café, which will close at the end of business on Monday, July 12 to begin remodeling. To provide guests with a breakfast option, the resort will offer summer breakfast hours in Studio B Buffet beginning Tuesday, July 13.

The company behind MGM Grand's Wet Republic recently took over operations at M Resort's Daydream Pool and Mandalay Bay's Moorea Beach Club.

It looks as if the city is taking a well-deserved little breather after the full-on party madness of July 4 weekend, but there's still no shortage of activities, both indoor and out. Here are some of this weekend's highlights:
The Cathedral Rock Picnic Area, which had been closed since a wildfire broke out on Mt. Charleston on July 1 forcing a complete evacuation, reopened this morning as the final remaining hazardous fire-damaged trees were removed. The fire has been determined to have been human-caused; click here for a list of fire restrictions that remain in effect for the area.
As reported in today's Las Vegas Review-Journal, Terrance Watanabe and Harrah's Entertainment have struck a confidential deal to end the ongoing court battle over the high roller's $14.7 million gambling debt. Parts of the deal that were revealed include Harrah's dropping its criminal theft case against Watanabe, who in turn is dropping his civil lawsuit against the gaming giant. In a statement, Harrah's said the two sides "have agreed to a framework for resolving all outstanding issues between them."
After two positive months of revenue increases, Strip-casino gambling winnings were down by 6.3 percent in May -- the second month of decline, indicating that any economic recovery in the Nevada gaming industry has stalled. Statewide there was a 4.7 percent drop, down to $847.1 million; however, this compares to an 8.3 percent negative swing for the same month last year.
If all goes according to plan, the Rivers Casino in Pittsburg, Presque Isle Downs & Casino in Erie, and The Meadows Racetrack & Casino in Washington will be the first properties in Pennsylvania to launch live table games tomorrow. Other casinos will follow suit throughout the month. Analysts predict than when all the new games have been rolled out, neighboring Atlantic City may lose up to 20 percent of its table-game revenue, which could spell the kiss of death for those casinos that are struggling hardest in the beleagured East Coast gaming jurisdiction.
According to Robin Leach's VegasDeluxe blog, Bill's Gamblin' Hall & Saloon is set to be taken over by a big player in the Vegas nightlife scene and will be transformed into a major nightlife destination, with a complete top-to-bottom makeover. Details remain elusive at this point, but we'll keep you posted as and when more is revealed.
New York's Aqueduct casino remains no closer to becoming a reality, with two out of the three remaining bidders having just been disqualified for failing to "conform" with bidding requirements. This leaves only Malaysian-based Genting New York in the running, but that company is still not guaranteed the rights to the Aqueduct casino and has a number of obstacles left to overcome, including needing a unanimous vote from the heads of the state Legislature, which first approved the stalled facility nine years ago.

The follow-up intivation-only appearance will take place at the UNLV student union on Friday, where he'll make a speech addressing the economy.
Minus5 Ice Bar is set to debut a new Las Vegas venue this August at the Monte Carlo, to complement the existing venue at Mandalay Place. The 1,200-square-foot ice-encased room will feature a bar, tables, benches, walls, and glasses all made from ice.
The hip and popular sushi joint that closed last year at TI has now reopened at its new home in Crystals at CityCenter. It's open for lunch Friday–Sunday from noon – 3 p.m. and for dinner nightly from 5-10:30 p.m. (11 p.m. on the weekend).

Air traffic at McCarran International Airport fell 1.6% in May, marking the fourth straight monthly decline. Some flyers may be transitioning to driving, as drive-in traffic is up 2.9% in the first quarter.
According to a report in the LV Business Press, the prospects for finishing the Harmon Hotel this year are diminishing. Due to disputes with contractors, all work on Harmon has stopped and completion of the last piece of CityCenter "has been postponed indefinitely."
Japan is reeling from a gambling "scandal" involving its professional Sumo wrestlers. Several Sumos have copped to betting on ... wait for it ... baseball. Gasp! As a result, 14 wrestlers and 13 coaches face suspension.
Yesterday was the holiday, but there are some lingering promotions running today. Silverton is awarding 9X points on slots and 3X on video poker. Stations and Fiestas are awarding 7X and 5X points. And in a month-long Sunday-Thursday promotion, you can get a spin for good prizes -- free-play, gas cards, comps -- at South Point by earning 200 points.

Tonight's Station Casinos fireworks display will be accompanied by music broadcast on FM 96.3 and 102.7. The show is scheduled to start around 8:45 p.m.
A USA Today article in the July 1 edition covers the upcoming Main Event in the World Series of poker. The article includes a sidebar illustrating how rich the tournament is. Last year Joe Cada won $8.5 million, compared to $3 million for the winner of the Indianapolis 500, $1.6 million for tennis' U.S. Open, $1.5 million for the Daytona 500, and $1.4 million for golf's U.S. Open.
Andrew Borasky drew queen to Carl Moore's 10 to win the Republican primary for Nevada's Nye County Commission. The vote was tied 381-381 and Nevada law stipulates that ties be broken by drawing lots. Interestingly, both men requested that the deck be shuffled seven times, which is the number of riffles deemed necessary to create randomness in an orderd pack.
There's plenty going on for the 4th. South Point is awarding 5X players club points on slots and 2X points on video poker. Tuscany is awarding 10X points. Silverton is giving away $100 in free-play every 10 minutes; recipients are selected randomly from players with their club cards inserted. The biggest fireworks show will come from Station Casinos, which will coordinate displays eminating from Aliante and Texas Stations, Green Valley Ranch, Red Rock, and Fiesta Rancho. The nine-minute show will begin around 8:45 p.m.

Expect a star-studded lineup at the Rio today for the fourth annual Ante Up for Africa charity poker tournament, hosted by Academy Award nominee Don Cheadle and poker pro Annie Duke. Several of the well-knowns expected to attend include Matt Damon, Ben Affleck, Ray Romano, Brad Garrett, and Jerome Bettis.
Channel 8 News just reported that all roads to Mt. Charleston have been re-opened and that police have also lifted the voluntary evacuation order.
As reported in today's Las Vegas Review-Journal, negotiations are apparently now underway that could lead to a settlement in the high-profile high-roller case of Harrah's vs. Terrance Watanabe, who claims the company encouraged him to gamble excessively while inebriated. There are both civil and criminal cases related to high Watanabe's $14.7 million gambling debt.
The Bureau of Land Management reports that the Moapa Fire that started yesterday morning about 55 miles north of Las Vegas now seems to be under control and no more buildings are immediately threatened. The fire consumed more than 680 and destroyed 15 buildings, including 10 homes. All roads in the area have now been re-opened. This fire has also been determined to have been human-caused.
For the first time in the memory of commissioners and regulators, a Nevada casino is under threat of closure for not having enough money on hand to pay potential winnings to gamblers. The Siena Hotel Spa Casino's license was suspended but is being granted on a day-to-day basis, as long as daily financial conditions that have been imposed are met. The commission also ordered $153,000 in outstanding casino tax and fee obligations to be paid by July 22.
According to a report by the Associated Press, the owner of the property felt that filing for Chapter 11 bankruptcy would create a bad atmosphere and sound the "death knell" of the property, but one commissioner accused management of having done "too little, too late," and expressed concern that allowing the casino to remain in operation could undermine public trust in the Nevada gaming industry. The casino also owes $400,000 to NV Energy, and under a separate agreement must pay $50,000 every two weeks to keep the lights on.
Firefighters continue to battle the wildfire that's blackened more than 20 acres on Mt. Charleston since it was sparked yesterday afternoon, possibly by an illegal campfire. About 30 percent of the fire has been contained; it continues to head up the mountain, but away from homes.

The latest reports are that the police are calling for a complete evacuation of Mt. Charleston. Meanwhile, over 200 acres and six homes have been destroyed in the Moapa fire, which continues to rage. This fire has also been ruled human-caused.

The forest fire that started around noon on Mount Charleston has been ruled human-caused and shows no sign of abating. It has now engulfed ten acres, forcing the evacuation of all four subdivision communities: Echo, Cathedral, Rainbow, and Old Town. Police and fire officials have been called in from the Las Vegas valley to assist in evacuating the Mt. Charleston Lodge and Rainbow Canyon area. The U.S. Forest Service has evacuated all trailheads in Upper Kyle Canyon and Cathedral Rock as well as the Cathedral Rock Picnic Area. State Routes 156, 157, and 158 are closed.
We're just receiving reports from Channel 8 "Eyewitness News" about two wildfires that the Clark County Fire Department is responding to. There's a fire burning out of control near Moapa, and Warm Springs Rd. near State Route 168 is closed to traffic, with officials saying that homes in the area could be in danger of burning. Ironically, the report said the fire may have been started by crews clearing brush.
There is also word of a fire burning out of control at Mt. Charleston and apparently the Mount Charleston Lodge and Rainbow Canyon are currently being evacuated. We'll keep you posted as we hear updates.

Angel Management Group, the company behind MGM Grand's Wet Republic and, more recently, Daydream Pool at M Resort, has now also taken over special events at Mandalay Bay's Moorea Beach (and miX and Eye Candy). One of Las Vegas' original topless pools, it sounds like Moorea will now be morphing into a party pool (still topless), with celebrity hosts including Kendra Wilkinson (July 3) and Ke$ha (July 17).
Harrah's CEO Gary Loveman has confirmed that the company still intends to move forward with its center-Strip plan for a pedestrianized entertainment area featuring a giant Ferris wheel. The project was originally mooted in 2006, but was put on ice due to the economy. Now Harrah's plans to revive "Project Linq" in 2011 in a bid to draw more traffic to its neighboring casinos. Loveman also stated that the company is "seeking the right way" to build a sports arena in the city, after proposals requiring public funding were rejected recently.
