Our understanding, unofficially, is that the problem is with the computer controller in the cockpits of the train cars. Because the operation of the cars is automated (there's no pilot), the computer has to run the system perfectly -- which is a challenge and a half. We've heard that the fines the contractors have paid so far, not to mention the loss of profits, could pay for a full staff of pilots for the next ten years.
