Yes, downtown late-night dining is a bit thin, especially compared to non-downtown locations.
On the home page of this Web site, you can click on "Buffets & Dining" then select the "Late-Night" option. On the chart that appears, you'll see that out of roughly 150 possibilities, downtown accounts for only 14, six of which are coffee shops.

At the Golden Nugget, Lillie's Noodle House is open Sun-Thurs, 5 p.m.-midnight; Fri & Sat, 5 p.m.-1 a.m. The Grille Snack Bar is open Sun-Thurs. till midnight, Fri. and Sat. till 3 a.m. And the Grotto Italian Bistro's Sun-Thur, 11:30 a.m.-10:30 p.m. (pizza oven and bar open until midnight) and until 11:30 p.m. on the weekend (pizza oven and bar open until 1 a.m.)
You can get a 99-shrimp cocktail at the Golden Gate till 3 a.m. daily and the Bay City Diner's open Mon-Sun, 6 a.m.-2 a.m.
The Snack Bar at the Plaza's open Sun-Thurs, 6 a.m.-midnight and 24 hours Fri & Sat. The Triple 7 Brewpub at Main Street Station is open Mon-Sun, 11 a.m.-7 a.m. (breakfast is served from midnight to 7 a.m. daily) and the Lanai Express Chinese restaurant at the Fremont is open Mon-Sun, 11 a.m.-7 a.m. The Great Moments Café at the Vegas Club is actually an old-school Vegas gourmet café, serving classic American and French fare such as shrimp cocktail, escargots, and Clams Casino appetizers and entrées including steaks, surf & turf, lobster tail, and veal marsala. It's open Mon-Sun, 6 a.m.-1 a.m.
Otherwise, you're limited to 24 hour coffee shops: the Shamrock Café at Fitzgeralds, the Market Street Café at the California, Magnolia's at the Four Queens, Careful Kitty's Café at the El Cortez, Carson Street Café at the Golden Nugget, and Binion's Original Coffee Shop at Binion's.
