Although soccer is gaining in popularity in the U.S., to the best of our knowledge there are only three venues in town where you can consistently expect to be able to watch the game on TV.
Both of the British Crown & Anchor pubs (1350 E. Tropicana, 702/739-0281 and 4755 Spring Mountain, 702/739-8676) show soccer all the time (when there's a game on). Sometimes there's a cover charge at the E. Tropicana venue if it's a big game. They also show other U.K. sports -- Anthony Curtis, who used to play rugby in town, caught the last-but-one Rugby World Cup at the eastside location. Here's their upcoming event schedule.
Another draw at the C&As is their very generous lunch comp (play $20 through and eat and drink for free), which has long been in the LVA Top Ten Values. They serve bar-style food, including a menu of traditional English fare (click the "traditional" button), and a good selection of imported beers (click "bar menu"). We can't vouch for the E. Tropicana location, which we haven't patronized for awhile, but we can confirm that the westside venue has huge banners on the outside proclaiming the fact that we named them "Best Comp in Comp City." Cool!
The other place we can recommend is Fadó Irish Pub (9470 Eastern Ave, 702/407-8691), which is also big into soccer. Here's the link to their TV schedule. They also offer a special Match Day Menu, featuring deals like a breakfast sandwich and a pint of beer for $9.
Other venues around town, including some race and sports books, the ESPN Zone at New York-New York, Blondies Bar & Grill in the Miracle Mile, and Hofbräuhaus show big games, like World Cup matches, but don't have regular coverage of U.K. and European soccer.
