It's been awhile since we tackled a huge question like this, but you caught us in the right frame of mind and we have to say we had some fun researching this answer, although for all the wrong reasons.
Although 2006's Clean Indoor Air Act, which banned indoor smoking for establishments serving food, has been lifted for adult venues like bars snd taverns, even many restaurants with outdoor seating still don't permit smoking. Witness an experience the current writer had recently while dining at Grimaldi's pizzeria on S. Rainbow with a party that included some smokers. Although we were sitting outside on the large patio, we were informed that not only was smoking not permitted there, but neither was it in the adjoining parking lot, in case smoke blew in over the diners. "If you want to smoke, you can go around the other side of the building, down by the dumpster," the smokers in our party were informed.
Similarly, some of the more amusing conversations we had during the course of this research included our call to Beso in Crystals, where we were told, "No, there's no smoking on the patio, but all you have to do is go through the side door and you can smoke there, so it goes all over the other diners anyhow." A call to Sugar Factory's Outdoor Cafe revealed that in fact, "There is only seating for two people outside." "Are those two people allowed to smoke?", asked my colleague, stifling her giggles. Apparently, they are. The Smashburger location at Lake Mead and Buffalo does not permit smoking outside, "but people do it anyway." Rao's at Caesars no longer offers service outside, "but you can always order your food to go and then go and sit outside to eat it." Um, thanks! Bouchon at the Venetian doesn't permit smoking, but you can just take a few steps off the patio into the garden and smoke there.
Laughs and anomalies aside, what follows is a list, by hotel, of those dining venues with outdoor seating that do actively allow smoking. We then also included some of our favorite locals restaurants, too. Details of all, including addresses, hours, and, where available, reviews and menu links, can be found in our Dining section. While we found that some properties have different policies for different restaurants, no venues that serve food permit smoking at Wynn, Encore, The Cosmopolitan, New York-New York, or Caesars Palace, nor at the new restaurants at Tivoli Village or Town Square (although some will permit you to smoke after 10 p.m. -- ask your server).
