Yes, you may -- and this applies not just to out-of-state plates and placards, but even to foreign ones, provided your credentials are valid, current, and that the person to whom they apply is traveling in the vehicle. Handicapped credentials do not exempt the vehicle from any applicable parking fees or meter payments and the minimum fine for illegally parking in a handicap space is $250, so don't do it!
