As a Bureau of Reclamation spokesman put it to us, "there's a plethora of operators" who offer nighttime flyovers of Hoover Dam, often as part of a larger excursion, say to Lake Mead, the Grand Canyon, or over the Las Vegas Strip. Examples of this would be the $198 "Twilight Tour with Limo." Another would be Viator’s $195 "Vegas Strip and Hoover Dam Twilight Helicopter Tour." Or, if you’d like to save money and happen to have a car, you can drive out to the dam and walk across the top of it after visiting hours, experiencing its majesty in the gloaming until 8 p.m.
As for a comprehensive tour of the dam itself, that's where the Bureau of Reclamation comes in. It operates the dam and offers both the half-hour Powerplant Tour and the hour-long Dam Tour. These guided tours are limited to groups of 20, with the first one departing at 9:30 a.m. and the last one jumping off at 3:30 p.m. (No reservations are allowed.)
The Dam Tour is $30, but no children under eight are permitted. The Powerplant Tour is $15 for adults, $12 for seniors and juniors (i.e., ages four to 16) and non-uniformed military. Children three and under, as well as uniformed military personnel, receive free admission. Considering that even bus and van tours can cost $88 or more, the do-it-yourself option is recommended and you’ll likely get more quality time out of the experience.
