I know that the Gaming Control Board has to be involved if a slot machine's payout is changed; do they also have to be involved if a video poker machine's pay table is changed?

In Nevada, a manufacturer's license is required to change the payout on a slot or video poker machine. Every casino has a manufacturer's license, so every casino can change the payouts on their machines. The Gaming Control Board isn't involved with making the change, but it does get notified that the change was made.
In other jurisdictions, representatives from the local gaming commission or enforcement division might have to witness the change or even make the change themselves.
