Who has the largest casino floor in the world?

What's the rule about using casino chips for anything other than betting? I've seen people tip the cocktail waitress with them and even pay for items in the gift shop. Is this always a breaking of the law and/or casino policy?

I know that when some of the Las Vegas buffets close at the end of the day, the leftover food finds its way down to the employee cafeteria. But are there any buffets that make extra food available to the homeless or poor?

During a recent stay at the Rio I logged on twice with my laptop, but it took three or four attempts before each one connected. The hotel charged my account for all of the attempts, at $1.25 each. They did remove the charges when I questioned them, but I'm afraid there are many people getting charged for calls that were not completed. Is this a standard practice in Las Vegas hotels?
