LVA regularly refers to happenings at Town Center. What area makes up Town Center in Las Vegas?

We drove through the little mobile-home settlement of Cal-Nev-Ari last month on our way back to Tucson from Vegas. The lady at the market there told us that the whole town is for sale. It sounds like an interesting story. Do you know it?

Are there any adult-only properties in Las Vegas? With the kids vacationing at the grandparents for a week, the wife and I thought it would be a perfect time to visit Las Vegas. We realize it is summertime, but we were surprised by the number of kids (under 12) running through the casinos, even after midnight. We observed this both on the Strip and downtown.
