Is it OK to book rooms using free offers at different hotels for the same nights, allowing a relative to use one of the offers?

My 5-year self-imposed ban is scheduled to be finished 05/10/10 in Arizona, and I was curious to see if you knew if one can confirm they will remove my name from the list here in Arizona. My main concern is: Harrah's carried this self-ban outside of my state, even though it was only meant for Arizona, and I want the opportunity to finally play (even for free – sponsored) in the WSOP following my end date this year. Ironically, I work in the financial industry and I don’t trust, well any financial establishment, or that Harrah's will lift my ban in early May so that I may enter the events. Do you know of any other incidents or proof one can obtain they will comply with the contract I signed here in Arizona? If not, would you please send me in the right direction? We are planning a trip to Hugo's Cellar in 4 Queens in early April. I have read reviews and am noticing the food quality is their "weak spot." Tell me this isn't true.

With the current economy, it looks more and more like Echelon Place will NEVER be completed. How long do the building permits last and, if they expire, can the city demand the finished portion to be torn down? It only seems logical that all permits would have some kind of "reasonable progress to completion" clause that would require some movement by the builders. The north end of the Strip is looking more and more like a trash heap.

I've wondered about a very large Big Six wheel I saw on a Travel Channel "Las Vegas" Special. It looked to be about 20 feet tall. I want to know what the story is. Where was it? How big? etc. I recently saw the show again and noticed the shot immediately preceded a shot with Anthony Curtis in it, so I know you've seen it. What's the deal?
