What is the reason behind the practice of laying cash on the table instead of handing it to the dealer?

But suddenly in March, the bounce-back amount in my mailer has really dropped down in amount to about one-half of what I usually get. What's going on there? Is it because they are in financial trouble?

Is my mind playing tricks on me or did this really happen as I remember?
