Q:

There was an article this morning in the RJ about “the black book." Does this exclude the people only from a casino? Or are bars with a limited gaming license included too?

A:

The Nevada Black Book (officially the List of Excluded Persons) bars individuals from gaming establishments in Nevada with nonrestricted licenses, specifically casinos. Thus, places like bars, supermarkets, convenience stores, and restaurants with restricted licenses, meaning no table games and no more than 15 machines, are exempt and Black Book members can frequent them. 

If a person listed in the Black Book is caught in a casino, he or she (there's one female out of the 37 members), can be charged with trespassing, a gross misdemeanor, which carries a maximum penalty of one year in jail. If the casino has been found to have harbored (allowed in) a Black Book listee, it can lose its gaming license, though this has never happened.

    Bizarre
    So someone who can't play slots in a casino could play them in a bar, 7-11, or the airport.
