Q:

We drove by Fremont Street and saw a building being built next to Atomic Liquors. Do you know what it is going to be when finished? Condos, apartment, offices? We didn't see a sign indicating what was being done there.

You’re on the right track.

What you saw next to Atomic Liquors near the corner of Fremont and Ninth streets is the aptly named Fremont9, a five-story 231-unit residential project.

Fremont9's first floor will be devoted to 15,000 square feet of retail; there will also be a lounge, pool, and gym. One-, two-, and three bedroom apartments are available for pre-leasing on the website; they're advertising "premium finishes," such as quartz countertops, under-mounted sinks, custom tile backsplashes, and stainless steel appliances. Apartments with balconies will also be available, but only on the top (fifth) floor. Completion is expected sometime later in the fall. 

The name of the complex, by the way, takes its cue from the building’s address at 901 Fremont Street. It's also one of the beneficiaries of subsidies from Tony Hsieh’s Downtown Project. Another investor is The Wolff Co., which specializes in this kind of development.
