Q:

How many cars in the High Roller contain a bar? Do you have to have an open bar pass to ride in one of them? Do they each have a bartender?

A:

For your happy (half-) hour in the sky, you spring for a “Happy Half-Hour” ticket ($35 by day and $47 by night). The Ferris wheel has 28 gondolas and a bar cart can be rolled in and out of any or all of them, based on demand. If a gondola is designated as a Happy Half-Hour car, the bar cart, alcohol, and bartender are supplied.

According to a Caesars Entertainment reservationist, no minimum number of passengers is required for a Half-Hour experience. In fact, you can have the pod — complete with bartender — to yourself if no one else shows up.

The only constraint appears to be on the hours of operation. Bar service is available only between noon and 1 a.m. daily. 

It's an open bar, so it's all-you-can-drink. The one caveat is that everyone in the bar car has to be served one drink before seconds are allowed. So the fewer people in your car, the better. But that's mostly luck of the draw.

    I think I'd pass on that, I'll choose 30 minutes without over paying extra to stand at a bar

    So what happens if there is a non-drinker in the car?  Does everyone else then get a maximum of one drink?

    We did this as a family of five adults and were lucky enough not to have any other passengers in the pod for a daytime ride. We all had three drinks each and another to take off at the end. It’s extremely good value when that happens - but a tip - don’t have a beer as your first drink - take one off at the end. 
    My wife and I also went on a night ride in a full pod and it was difficult for the bar tender to serve everyone a second drink in the half hour. 
    Because of the supplement it’s very unlikely that a non drinker would get on one of these pods and they could have a soft drink as mixers are available.

    So, can a party of one or two (or more) prevent others (not part of that "party") from boarding that car?

    When my hubby and I went we went shortly after 12pm when it started.  We had bought a TravelZoo deal for 2 Happy Hour admissions for $39.  They had us line up in a different area than the other people that were getting on the regular cars.  We kept waiting to see other people join us but it was only the two of us and the bartender.  We had 3 drinks each and one to go at the end.  The bartender was super nice and we had a great talk with him during our time.  We would do it again if we could find the deal!
