Why doesn’t he feel the coupon for Top of Binion’s steakhouse belongs at the same level? The potential value is phenomenal, since it’s valid for 25% off the entire bill (food and beverages).

The reason it's not necessarily a "master" coupon is that it doesn't automatically pay for the cost of the LVA membership with one use. Because the Palms coupon is good for up to $64.99 for the lobster dinner buffet, that's cost-plus. The resort fee at Downtown Grand is $39.55, so two nights (few visitors stay for only one) pay back the membership fee and then some.
For Top of Binion's, the tab has to come to $200 for the 25%-off coupon to recoup the $50 fee. Yes, the potential is there for a major splurge and a $50-plus saving, but a couple ordering, say, two appetizers ($40), a salad ($15), chicken and pasta ($99) or even scallops and salmon ($110), and a dessert ($15), a lot of food, are still coming up a little short of the mark.
All that said, Anthony tells us, "Plenty will recoup their membership fee with twenty-five-percent off at Binion's steakhouse, so from now on, I'll promote it, too, as a master coupon. Thanks for the suggestion."
