Q:

What casinos and hotel are completely non-smoking? I mean 100%, which includes rooms too. 

A:

A number of casinos around the country have remained non-smoking during the pandemic and so far, it looks like they won't be opening up again to smoking anytime soon. 

But here in Las Vegas, only one hotel-casino is (almost) completely non-smoking. At Park MGM, the no-smoking policy extends throughout the casino, restaurants and bars, hotel rooms, corridors and common areas, even all the pools.

Smoking is, however, permitted in three designated areas, all outdoors: the rideshare zone located off the main lobby, the porte cochere for NoMad, and Central Park Terrace, an outdoor space overlooking the Primrose Garden and the Park MGM pool located outside the second floor of the convention center. Cigarettes, cigars, pipes, vapes, and e-cigarettes can be consumed only in those three areas, while cannabis, hookahs, and any other substance are prohibited.

    Rooms
    With respect to rooms, many Las Vegas casino hotels have had multiple non-smoking rooms for years, so it isn't hard to get a smoke-free environment even if smoking is allowed on some floors.  So a casino hotel that has a non-smoking casino and restaurants along with significant non-smoking floors for rooms would be great for those who want to avoid tobacco smoke.

    "hookah" is not a substance like cannabis/marijuana is; rather, it is the DEVICE (a water-pipe) that is used to smoke the substance.

    El Cortez Hotel is non-smoking
    The El Cortez's hotel has been 100% non-smoking for years now, and there hasn't ever appeared to be a problem with people trying to buck the rule.  In all my recent-years' stays there, I've never seen or smelled cigarette smoke in the hallways, ice rooms or elevators. I believe that this has been possible because one of the non-tower room areas allows smoking, so a smoking guest will simply book a room in that alternate area instead of the tower. As for the one restaurant, Siegel's 1941, I don't recall specifically seeing a sign banning it, such ban does appear to be in place, as I've never seen anyone smoke in there. Even though the casino allows smoking like always, it's not as smoky as in days of yore, reflecting the reduction in overall smoking rate nationwide, and with respect to California, the state that by far provides the highest constituent of patrons, where smoking has been banned in indoor public places since 1995, and the overall smoking rate has dropped to 11% or less.
