What's the latest with the Primm outlet mall? We drove by in mid-December and it looked dead.

The Primm Fashion Outlets, next door to Primm Valley Resort and Casino 40 miles southwest of Las Vegas, has had a tough go of it.
It opened in July 1998 and cost $75 million. By 2000, a Florida company that specialized in turning around underperforming shopping centers acquired a stake in the mall, but that didn't slow down the slide that culminated in the second-mortgage holder foreclosing on the property in 2016. Two years later, the first-mortgage holder repossessed the property.
It's remained open all this time, though occupancy has hovered around 50% and customers have been few and far between.
But there might be some hope for the place.
According to a story in the Las Vegas Review-Journal, the Fashion Outlets is in the midst of an upgrade and rebrand and is starting to show signs of life. In the past year, more than $2 million has been spent in an attempt to revitalize the moribund mall, including murals and street art (in an attempt to make it "the largest street art and mural location in the country").
The name is being changed to Prizm Outlets and Step Right Up, a carnival-themed attraction by the founders of HeadzUP at Boulevard Mall, has signed a 10-year lease on a 25,000-square-foot space.
Finally, the mall is reportedly 66% occupied, with retailers such as H&M, William Sonoma, Gap, Tommy Bahama, Kate Spade, Coach, and Levi still out there.
