What is the construction between the north and south lanes on I-15 between the M Casino and South Point?

Nevada Department of Transportation Public Information Officer Adrienne Packer responds, "We are building an interchange at Starr Avenue. The reason you will see so much activity on I-15 is because, unlike most new interchanges, we are building Starr below I-15, so we need to raise the interstate in that particular area. Construction on this project began last spring and is expected to be substantially completed by summer 2019."

Carey...they're probably building Starr @ grade & raising the interstate to be above that.

You cant build Starr above I-15 because of the houses that are too close to what will be the interchange.
