This must be an American joke song.
I saw the Beach Boys do it a few year ago - when they announced it everyone laughed and then there was a big cheer. I remember the opening line, and also recognize your lyric, but I have no idea what it is called.

I don't know why the crowd laughed when the Beach Boys started to sing it.
Maybe because it was an unusual song for them? Or maybe the marijuana ref in the opening line.
