The area is not zoned for housing, so no lost housing. The average taxes on 75,000 income in NY is 19,000. Multiply that by 25,000 jobs you get $400m+. Increased taxes after 5 years is $2b. This not included revenue from sales taxes, mass transit, tolls income taxes from increased employment in the area as well increased real estate taxes
All this for passing on some short term tax revenue.
In addition you turn a stagnant area into a vibrant one.
NY had no problem blowing $17b on mass transit projects that didn't add anything.
