I'd give Biden a 3 1/2, from his handling of covid, to record inflation and the open border, the Afghanistan fiasco and his embracing of a more progressive policy in spite of campaigning as a moderate who would unite Congress, he has been a train wreck. He can't even get his own party on the same page. He did however sign an infrastructure bill, so I'll give him credit for that.
