A video, not being a conscious entity, cannot either tell the truth or lie. The person who posts it, along with a title that purports what that video is supposedly about, can indeed lie.
A video can contain either factually accurate or factually inaccurate content.
I've tried to explain the difference between simply being incorrect and lying many times. The latter is done with full knowledge that the information is false, with intent to deceive.
For example, a TV broadcaster reports today's high temperature as 65; it was actually 67. That was an incorrect statement, not a lie.
Trump tells a national TV audience that anyone who wants a CoVid test can get one. That is incorrect; he knows it is; and he makes the statement with the intent to deceive.
Most of us learned this distinction in kindergarten. But Trumpers don't understand it.
