This is not surprising in light of Trump's eleven separate instances of felony obstruction of justice in trying, successfully, to impede the investigation. The report detailed these Trump crimes and noted that only his office shielded him from prosecution.
I've explained this to you before. So to answer your question, no, the report did NOT say that.

Was the full unredacted report released? Were all the principals involved allowed to give testimony?

Defense Secretary Mark Esper and Gen. Mark Milley, the chairman of the Joint Chiefs of Staff, appeared before the House Armed Services Committee on Thursday to testify over the alleged Russian operation. The senior administration officials told lawmakers that the bounty scheme has not been confirmed or connected to the deaths of any US troops.
“All the defense intelligence agencies have been unable to corroborate that report,” Esper told the committee, according to ABC News.
“As of today, right now, we don’t have cause and effect linkages to a Russian bounty program causing U.S. Military casualties,” Milley said. “However, we are still looking. We’re not done. We’re going to run this thing to ground.”
“If it is bounties, I am outraged, just like every one of us in uniform is,” Milley continued, promising retribution if such a program is found to exist. “If these bounties are directed by the government of Russia to kill American soldiers, that is a big deal. We don’t have that level of fidelity yet. We are still looking.”

Read it again. The Defense Secretary did NOT deny that the Russians placed bounties for dead American troops. He simply said that could not prove that it resulted in actual dead Americans.
And Trump's response: Nothing.
Trump is a traitor, and those who support him are traitors.
I would expect that Stalker, as a professed veteran (though we don't know for certain), would be outraged at Trump's dereliction of duty and disavow him.
Stalker also calls the information a "lie" even though he has no idea whether it is true or not. He will abandon any morality or decency he may have had just to defend his orange hero--Trump, the traitor, who does nothing when bounties are placed on American soldiers. Shame on Stalker.
How can one deny or affirm something that never happened? The investigation is ongoing, with still no confirmation to this lie. You need to reread the article. The President made his statement that he knew nothing about this lie. Does he have to comment weekly/daily/ on the hour and deny this lie to appease you?
