Actually, he's quite correct. They can survive with government assistance. And for most small businesses, it would be a matter of reduced revenue rather than no revenue at all. People will still need goods and services.
I assume that Charles, being a fervent pro-business conservative, decries the current Republican position to block any additional federal pandemic aid. I'm sure he won't be voting for those Republicans in the future.

NYC has allocated only $29 million for small business relief. Less than 1/2 of small businesses received Cares money.
Most businesses are not even open. Restaurants are doing a fraction of their former volume.
For example, restaurants that relied on lunches from companies & dinners from show/sports attendees are now doing zero.
