No one HAS to do that. It's impossible for any business to sell product below cost for long, so if some are dumping product, the best tactic is to stand pat. The underpricers will run out of product soon and not have the funds to replenish stocks.
There is, after all, still demand for gasoline. Retailers can tailor their inventories and prices accordingly. There's no need to panic-sell.
