You mean the gulf refineries that predominantly export to other countries? True! Good point, Charles. They are equipped to handle tar sands. Whic( is why the Keystone pipeline was directed there. Increasingly the heavy oil going to those ports is shipped unrefined to places like Europe.
by contrast, The refineries that feed our domestic supply overwhelmingly can't handle the tar sands crap....which is why the only people who say Keystone Xl would lower US gas prices are Republican pundits or know nothing opinion writers.
and even if keystone XL was built it amounts to a 1% increase in world crude supply. So....keystone would knock that $100/barrel price tag down to the bargain price of $99. If that's the anchor of your energy solution then you don't bring much to the table.
you want to make a case for the North America to be a bigger exporter of oil then you can make an intelligent case for Keystone XL. You want to make a case for cheaper gas at your neighborhood pump then The Keystone argument is worthy of being laughed at
