"Why that was allowed"? Because the states have the power to make the rules for their elections, including for national candidates such as the Presidency. It's in the Constitution. So it is "allowed" for the same reason that free speech is "allowed."
The baseless Republican narrative that states were acting unconstitutionally by changing their election rules due to the pandemic was the basis of Rudy the Rat, etc.'s lawsuits. He and Trump lost 62 times.
Just FYI, the only persons with standing to challenge a state's election procedural changes would be residents of those states. That's why the Texas Treason suit was immediately tossed, without even any consideration of the claim itself (which was baseless anyway, but it never got that far).
You and Trump both need to learn that mail-in balloting is actually quite safe and fraud is extremely rare. Think about it! How would someone submit a fraudulent ballot that would actually be counted? FURTHERMORE, why would anyone do it??? It would be multiple felonies with an obvious paper trail, and for what?
Conspiracy theorists always go strangely silent when I ask them those two simple questions: how would anyone do it, and WHY would anyone do it? Then I land the knockout punch by asking them to prove their allegations that there is widespread fraud in the mail-in voting system. I get deafening silence then, too.
