Not only that but it was required that they sign off on the changes before the destruction of the people's house began. It seems in their former wisdom Congress thought that one man shouldn't be able to design and conduct major renovations to the White Hoise without approval.
Studies are also supposed to be conducted to make sure proposed changes don't alter the historical appearance of the White House as it doesn't belong to one man to do as he pleases.
Just another area were Trump brazenly and openly broke the law when it suited him and it is why the next President should immediately demolish the monstrosity. If any other President had done what Trump has done to the White House, they would have been impeached.

I would say that any major renovations, regardless of whether they're funded privately or publicly needs Congress to pass a law that says the renovations are okay.
