The key is that Abbott didn't actually propose any measures that would decrease the number or frequency of rapes other than the usual vague tough-on-crime-guy talk that conservatives LUVVVV to pitch. What he said was that he would enforce the existing laws, which is his job as the chief executive of Texas.
And the claim that he would "eliminate all rapists from the streets of Texas" is absurd for three reasons:
1) No police and courts system on the planet could ever identify, let alone prosecute and convict, every single act of rape.
2) Rapists who are given less than life sentences return to walk the streets, and very few rapists receive life sentences.
3) Abbott made no mention of barring Donald Trump from Texas.
